Polk ES15 are probably the best < $300 bookshelf speakers out there. ELAC DB53, Klipsch 500M MkII, JBL Stage 250 are a bit closer to $400 but generally worth it and sometimes there are "scratch and dent" options at Crutchfield that are closer to $300.
You are on the right track and nothing wrong with the options you've selected. Personally I would change the amp to the Fosi MC331, its a little less power but that won't matter in a small room and you gain some utility with its built in DAC. Speakers I think the Vanguard Scout is the speaker to get in this price range for sure, after that I would say Polk ES15 and the Cambridge Audio SX-50.
