Save some money by* getting an used lenovo thinkpad ( possibly an AMD x86_64 architecture system no older than 3rd gen). You will have a stable system that has most functionalities you desire which can occasionally do some gaming like CSGO, Valorant etc. But, if you really want to get a new one, HP doesn't seems so bad. The lenovo should work for you in most cases if you want to save some money for something else like a keyboard/mouse or books or whatever you want to.
